2. Real demand da seasonality

National-needs data alone is not sufficient to size transaction. Must reconstruct crops, agricultural calendar, domestic product availability, public programmes, stocks, distribution capacity da price payable by end user.

• Grains: distinguish human consumption, feed da industrial use; baking quality, moisture, protein, mycotoxins da storage method.
• Fertilizers: separate urea, NPK da specific formulations; verify crop, soil, dose, application period, registration da packaging.
• Seasonality: delay beyond agricultural window can eliminate economic value of supply even when goods conform.
• Affordability: demand da need are not same as ability to pay. Price, subsidy, credit da distribution determine actual market.

4. Fertilizer regulation

ECOWAS Regulation C/REG.13/12/12 aims to harmonise fertilizer quality control da marketing. Existence of regional framework does not eliminate national registrations, controls da enforcement. For each product verify:

• composition, tolerances, labelling, packaging da required language;
• registration ko authorisation of product da operator;
• sampling, laboratory, pre-shipment inspection da arrival control;
• responsibility for off-spec, adulterated ko deteriorated product;
• compatibility of formulation with crop, soil da distribution programme;
• regime applicable to donations, public tenders, pooled purchases da commercial sales.

5. Logistics corridor

Port delivery term is not delivered cost. Model must include vessel waiting, discharge, handling, storage, technical loss, bagging, inland transport, tolls, security da cost of delay.

1. port selection based on draft, terminal, goods, season da discharge capacity;
2. booking of storage da transport before vessel arrival;
3. independent quantity da quality control at loading, discharge da delivery;
4. plan for demurrage, congestion, rain, deterioration da corridor interruption;
5. traceability from shipped lot to final recipient;
6. border da transit verification when destination is inland ko Sahelian.

6. Payment da bankability

A transaction is bankable only if flows, responsibilities da documents are compatible. Sponsor reliability ko political prominence of project does not replace creditworthiness.

• identify buyer, debtor, payer, importer da final beneficiary;
• verify financial statements, working capital, FX exposure da ability to absorb goods;
• define documentary credit, confirmation, credit insurance, sovereign guarantee ko ECA support only when actually available;
• avoid payment documents controlled exclusively by buyer;
• align financing maturity with production, voyage, customs clearance, distribution da collection;
• define who bears increase in freight, demurrage, FX variation da administrative delays.

Application example: first fertilizer supply

A first transaction should not be extended simultaneously to four countries. Select one market, one importer, one corridor da one verifiable agricultural cycle, keeping initial volume da exposure contained.

1. technical specification da tolerances defined before quotation;
2. pilot volume compatible with storage, distribution da credit;
3. Incoterms 2020 delivery term consistent with actual control of parties;
4. independent inspection appointed da acceptance criteria agreed;
5. payment conditional on obtainable and verifiable documents;
6. port da inland plan with responsible parties, capacity da timing;
7. weekly monitoring of authorisations, currency, vessel, port da corridor;
8. increase volumes only after regular completion of pilot cycle.

Indicative roadmap

Mandate framing, verification of essential information, qualification of counterparties da transaction structure, decision da implementation support. Sequence, responsibilities da timing are defined according to scope agreed with client.

8. Conditions requiring not to proceed

Preliminary checks aim to establish whether sufficient conditions exist to continue transaction. If any circumstance below emerges, review is suspended until issue is fully clarified. If circumstance cannot be resolved or adequately mitigated, Sentinel recommends not proceeding.
